About Oversize Insurance
Oversize Insurance is a specialty division of ISU Insurance Services, a full-service independent insurance agency licensed and operating under ISUSF.com. Our focus is specifically for one segment: heavy haul, over-dimensional, and specialty transport operations.
We created Oversize Insurance to give carriers in specialty hauling a place to find real knowledge, not a generalist agent who handles trucking on the side. Everything here is focused on the oversize and heavy haul market: the coverage structures, the permit considerations, the carrier relationships, and the people behind the program.

Lee LeBaigue, TRS

Lee LeBaigue leads the Oversize Insurance practice with a focus on heavy haul, over-dimensional, and specialty transport accounts in the 5–100+ power unit range. He holds the Transportation Risk Specialist (TRS) designation and has completed coursework as a Certified Director of Safety (CDS) designation through the North American Transportation Management Institute (NATMI).
Lee brings coverage expertise and industry knowledge that lets him structure programs around the specific exposures common to oversize operations, not just standard trucking templates. He works directly with clients on coverage strategy, renewal positioning, and how compliance posture connects to coverage.
Sage SullyBlues
Transportation Risk Advisor
Before working in insurance, Sage spent close to two decades in the oversize and heavy haul trucking industry, first as a driver, then as an owner-operator, a carrier, and a freight broker. He’s hauled, managed permit pulls across multiple states, coordinated escort vehicles, and ran a 3PL freight agency that handled oversize freight and operations. He knows the difference between a routine load and the kind of move that needs a route survey, a pilot car, and a conversation with three different state DOTs before the truck ever leaves the yard.
That background is what makes him useful on the insurance side. He understands the equipment, the operations, and the exposures that matter for this class of business in a way that doesn’t come from reading a coverage manual.

Jenifer Quintanilla, QCLS
Account Manager
Jenifer came to insurance from the compliance side of trucking, and that background shows in everything she does. Over the past two years, she worked directly with motor carriers on DOT compliance: getting companies out of conditional status, cleaning up driver qualification files, and riding along on Level I inspections with the Georgia DOT. She’s seen what triggers violations and what it takes to fix them.
That hands-on compliance experience led her to get licensed in insurance, where she now helps motor carriers with filings, MCS-150 updates, endorsement changes, and policy adjustments. Her compliance background gives her a practical understanding of the regulatory side that complements her insurance work, and she’s helped established carriers navigate what continues to be a tough trucking insurance market.
